Begin to build your own framework by selecting relevant key questions (rows) from the Basic Evaluation Frameworks or Sample Evaluation Plans, or adapt them and write you own. In this first round, choose a comprehensive range of questions.

There is some overlap and repetition between the rows of suggested question in the different tables because the key question could be applicable in different frameworks.

In this second round, refine your choice of key questions and rationalise the ones you intend to keep. Consider:

• Do you need all of the key questions? Are some now redundant or can they be substituted for or answered by different questions?
• Can you simplify your choice of methodologies? Can they answer more than one key question?
• Is your resourcing adequate to conduct the evaluation?

A concise, complete evaluation is more useful than a large unfinished one. Always consider your resourcing and make sure your evaluation is achievable. Generally, it is easier to start with a narrow scope and expand it if necessary than to rein in a large, under-resourced project.

The most important aspect to consider is whether your planned evaluation can answer the key questions for the target audiences and will it achieve your goals.

Engage with the stakeholders and executive sponsors to review your proposed framework and evaluation plan.
